2010 Census
The primary goal: Increase the Response Rate to the 2010 Census . At the conclusion of the 2000, only 68% of Utah’s households had returned their census survey form on their own. The balance of the forms had to be physically picked up from their homes at a considerable cost. The national response rate was 67%. It has been said that increasing the response rate nationally this year by 1% could save the county about $90 million in follow-up costs. (see http://2010.census.gov/2010census/take10map/ for the response rate from your community)
The 2010 Census form is one of the shortest forms in history - 10 Questions in 10 Minutes - and an interactive form can be viewed at http://2010.census.gov/2010census/how/interactive-form.php
· Mailout/Mailback - Questionnaire will be delivered in mid-March 2010 via the United States Postal Service (USPS) to each housing structure using a city style address. Respondents fill out the questionnaire and mail it back via the Postal Service. If the questionnaire is not mailed back, the house will be enumerated through the Non-Response Follow-Up (NRFU) operation.
· Update Leave - Questionnaire delivery method used in rural areas where mail is not delivered to the structure. The questionnaire will be hand delivered to structures that do not receive normal street delivery mail. This operation started March 1, 2010. If the questionnaire is not mailed back, the house will be enumerated through the Non-Response Follow-Up (NRFU) operation.
· Update Enumerate - Enumeration is conducted with the respondent at the time of a personal visit by a census Enumerator. (This is primarily used on and around American Indian Tribal Lands)
Non-Response Follow-Up (NRFU) is when a census enumerator is hired from the local community to contact the household to conduct the enumeration on site. NRFU operation begins May 1, 2010 and will continue until we are done.
